Living sustainably on the Earth: act before it is too late

INTRODUCTION: SAVING THE EARTH AND LIVING SUSTAINABLY
Analysis of global metrics has shown that human beings were causing severe environmental disruption. This initiative is for those who have understood, or felt, this disruption.  And feel empowered, or want to feel empowered, to contribue to save our earth. This initiative is not about analysis but action. It is not about a country, ethnicity or group of individual, it is about the human being species at large. Time has come to link, connect and mobilizeto save the planet before it is too late. YOU can do it, and so have to do it.

Purpose and spirit: concise 80/20 action plan of actions to save the earth
The purpose of this initiative is to provide a short and concise action plan, of actionable solutions to save the earth.  The 80/20 approach has to be used, where 20% of the actions may impact 80% of the causes of environmental disruption.

Definitions
- Environmental disruption: We refer to the phenomenon of environmental disruption as the changes that occur in the environment, as a result of human being’s presence, activity and human being’s residuals. The expression Global warming would not be accurate as the phenomenon implied does not only relate to the warming of air/sea/ground but has much wider consequences.
- The World Safeguard Force: The structuring of a peaceful and active organization made of a select group of individuals who will endeavour to communicate and act to save the planet and help human beings live sustainably. Their role will be to lead by communication and example and mobilize people in peaceful, fair and just ways, to as to inspire them to save the planet.

MAIN CAUSES OF ENVIRONMENTAL DISRUPTION
There are many ways to identify the causes of the global warming, and many scholars have. A simple approach is to categorize root causes according to the natural element disrupted: Water, Earth, Air and the Biological chain. In each case, rather than listing all potential causes, the focus is to describe some of the top three disruption causes:

1) AIR DEGRADATION
Human beings have introduced air degradation through:
1. Release of carbon dioxide from
a) Transport: cars, planes and boats
b) Forest fires, which often burn for days/weeks cause significant air pollution 
c) Manufacturing, from energy or heating plants for instance
2. Air chemicals released by 
a) Manufacturing plants
b) Domestic appliances, such as air conditioning or fridges which release gas in the atmosphere, that are known to be very dangerous to the ozon layer.
3. The breathing/gas produced naturally by biological species 
a) Human beings in large density population areas consume a lot of oxygen and reject a lot of carbon dioxide
b) Animals in the food industry, such as pigs, contribute a great deal to methane emissions

2) WATER DEGRADATION 
Human beings have introduced water degradation through:
1. Human made or chemical products dumped into oceans and rivers, from:
a) Industries, such as agriculture which dumps fertilizers into rivers/oceans
b) Human activity, such as as towns polluting waters through their sewage system or plastic bags/caps.  Huge quantities of plastic are already in the oceans.
2. Oil and radioactive pollution. Radioactive materials and weapons are dumped into oceans, accidentally or voluntarily. For instance the mafia is said to have dumped large quantities of radioactive materials in the world for money. In addition, oil used by boats or spilled in global trade routes constitute a major source of pollution
3. Over consumption of water, which can deplete water sources.
a) Human consumption of water
b) Agricultural consumption in underground water

3) GROUND DEGRADATION
Human beings have introduced earth degradation through:
1. Release of chemicals by
a) Manufacturing plants
b) Agriculture
c) Individuals
2. Landscape modification 
a) Agricultural development and the intensive use of certain earth areas
b) Demographic development that is too focused on certain areas
3. Radioactive pollution by nuclear and weapon producing plants

4) BIOLOGICAL CHAIN DEGRADATION
Human beings have introduced biological degradation through:
1. Over cultivation of species and rationalization of the whole food chain with birds, fish and cattle being produced at mass levels, with inadequate foods and in bad conditions
2. Urbanisation or rural development, which has meant the disappearance of species which could not find their natural habitat anymore
3. Genetic modifications, caused by chemicals or the changes human beings brought in the environment or by voluntary genetic modifications

PROPOSED PLAN AND ACTIONS
Immediately tackling the biggest causes to save our planet: The Emergency Action Plans. The 1-year plan will target the direct and most obvious caused of pollution and will change focus every year for air/fire/water/earth.  The first plan will exclusively target air pollution. The one year duration is chosen to allow results to exist and be reported to the public. An appropriate feedback process will also be put in place to allow the public, industries, governments, etc to suggest changes, give feedback, complain, etc.

1) AIR PLAN: 
Push for environmentally friendly cars .  Push governments to create alternative means of transport to stop using cars for personal purposes (subway, buses, etc.). Then target manufacturing and push industries to modernise themselves to be more environmentally friendly when producing goods. Analysis will need to be conducted to determine acceptable levels of pollutions and industries that pollute too much will be made to close unless they put appropriate efforts to change the way they work. Methane generating farms will also need to modernise themselves. Finally target commercial transport aim to push companies and individuals to put in place environment friendly means of transport where possible for planes and boats.

2) WATER PLAN
a. A Water Weapons Pollution group in charge of tracking weapons in the the oceans and rivers and either deactivating them or ensuring further polluting weapons are not used.
b. A Water Oil Pollution group in charge of tracking oil tankers, fining them and confiscating pollution generating vessels. It will also be in charge of conducting oil pollution clearing operations and fine the companies accordingly. The Oil Pollution group will need accounting specialists to understand who the original owner of the vessels were.
c. A Water Chemical Pollution group in charge of monitoring the different chemicals released in the water (excluding oil). This includes chemicals released by industries in rivers and oceans as well as waste released by a city in the oceans. Should the levels of toxicity exceed the level authorised, the group will be in charge of making sure the industry of town either puts in place additional chemical filters, chemical product treatment units or finds a process to reduce the level of chemical products released.
 d. A Water Rubbish Pollution group will be in charge of monitoring the human activities and the amount of rubbish dumped in the oceans and rivers. Satellite photos and local analysis will be required to flag the areas that are above a certain level and fine the government and towns for their impact on the environment. It will also be responsible for gathering local action teams to clear areas that were soiled by human rubbish (i.e. shores, rivers, etc.).
e. A Water Quality Maintenance group in charge of protecting our sources of drinking water across the globe. It will first list the main sources of water globally and monitor the quantity and quality available. Should the quality or quantity decrease too much, solutions will need to be found. It will need to be in close contact with the Water Chemical Pollution group for the chemical analysis. Its second aim will be to monitor the human and agricultural activities to flag the ones that are consuming too much water. For instance, a certain level of water usable per square meter will be determined for the agriculture. Solutions will need to be found such as indoors agriculture (to recycle the water and filter the fertilisers used).

2) AIR PLAN
a. A Fire Fighting group will pool global resources to put off fires around the world. With 5 centres, one for each continent, the fire fighting group will have a significant fleet of airplanes to have sufficient clout to put off fires. This will ensure that fires are dealt with as soon as possible and with sufficient efficiency. It will also have a recovery fund to help restore the burnt areas and an enforcement group to make sure the areas are not built upon.
b. A Gas Pollution group will be in charge of decreasing the amount of gas used in cars, planes and boats by exerting pressure on government and manufacturers to change gas consuming vehicles into vehicles consuming other sources of energy. It will target first individual means of transportation, and then energy producing plants. The group will aim to push countries to use solar, wind and water power to stop using coal or petrol as a means of producing electricity. Put in place a special group in charge of globally producing and distributing the solar panels, wind turbines and dams. Other sources such as hydrogen fuelled cars, boats or planes, subways and gas consuming buses are to be used as soon as possible.
c. An Air Chemical Pollution group will be in charge of spotting the plants and appliances (such as air conditioning) that emit chemicals that are negative for the environment and applying a system of heavy fines to those that do not change their system if they can. This group will also have a budget to help modernise, where appropriate, the relevant plants and production equipment.
d. A Population Density & Breathing group will be in charge or measuring the gas emitted by human beings and animals in areas of high population concentration. The breathing group is ensure that enough trees are planted in the urban area and installations setup in the animal farms (to collect the animal gases) to compensate for this concentration of individuals/animals. It will also be responsible for authorising further urban/farm development if it meets their breathing standard (or fining if the maximum density has been reached)
e. An renewable energy group in charge of putting in place as many aeolians as possible to increase the part of wind produced energy in the overall energy

3) GROUND PLAN
a. A Woods & Forest group will be in charge of maintaining the forests globally (ex: Brazil), with a minimum 35% of the land dedicated to untouched forests, flora and fauna.
b. An Earth Chemical group in charge of monitoring the pollution of the earth globally. Like the Air and Water Chemical group , it will fine governments and companies accordingly.
c. . An Earth Radioactive Pollution group in charge of monitoring radioactive pollution and preventing companies and governments from non approved pollution (i.e. with the radioactive materials stored in a safe way).
d. A Solar Panel group in charge of putting in place (and giving for free to developing countries) solar panels so as to reduce tree-cutting, and carbon burning, improve sanitation, and increase the part of solar energy in the overall energy consumption
 e. A Tree Maintenance group in charge of locating tree cutters across the globe and finding solutions such as solar panels to provide electricity, teaching of agricultural techniques, etc.

4) BIOLOGICAL CHAIN 
a. A Biological consumption group with: i. A Fish Population Maintenance group will be in charge of making sure that fishing is done exclusively in special fish farms and not in the wild. There is no reason man should deplete the oceans if he can create the resources for his survival. ii. A Bird Population Maintenance group iii. A Ground Animal Maintenance group
b. A Species Maintenance group
c. A Human Impact group which will analyse the impact of urbanisation and domestication of the species. It will aim to put in place new standards to have houses covered with plants, solar panels and new materials to minimise the required production of heating, control the development of the domesticated species and ensure that appropriate levels of safety and animal handling are respected in zoos.
d. A Genetic Research group

ORGANIZATION
The setting up of a global group, for topics such as global environmental sustainability, seems necessary for a top down approach, which would then need to be met by a bottom up approach.  The group will need political, economic and social power.  With recognition by governments internationnally, from societies, and with enforcement capabilities.

COMMUNICATION
1) The Channel Enlargement group may be in charge of spreading the word through a global TV and radio channel dedicated to the actions put in place, their effects, etc. A Internet website where the comments/congratulations of the governments and individuals may be made available to the public will be constantly maintained.
 2) The Counter Cycle Strategy will be planned according to a calendar year. 20xx will for instance be the air year, where the efforts will be focused on improving the air problems, with a status, progress and challenges snapshot will be taken during and at the end of the year. A special portion of the budget will be allocated to the Global group that will be emphasised in a given year.

ADMINISTRATION AND FUNDING
1) A global earth tax may be needed to fund these actions.
a. An Earth tax could be levied by governments on companies and individuals according to their pollution and wealth coefficients.
b. A Water tax will be levied for ships that pollute with special fines if needed.
c. A Fire tax will be levied for countries that cannot control their fires in time and do not put in place the appropriate communication channels and measures to prevent fires.
d. An Air tax will be levied on companies, towns and countries (with fines) that do not respect certain levels
2) Generosity from people: The WSF would aim to be recognised globally as the organisation in charge of maintaining the world sustainability and as such will hopefully draw attention and generosity from people globally.
